So, what I understand from what Rabbi Schapiro said, is that the Rebbe held by making a gorel instead of opening an Igros. Is this correct? If I’m thinking of moving, and I’m weighing the pros and cons of the decision but can’t come to an answer, it would be better to find a resolution by gorel rather than opening an Igros. Yes?

The Rebbe stated in several sichos that using a goral or opening a sefer is only for mundane matters, not for kedusha, and definitely not with regards to the Rebbe’s shlichus.
The rebbe sent a tanya with someone to russia for his chassidim who needed to ask whether or not to apply to leave russia as applying to leave could be dangerous. 2 different chassidim randomly opened the tanya to get their answers. One understood to apply to leave then and one understood not to apply then. They did as they were told.
So the rebbe somehow gave them the answers as they opened the rebbes tanya
